{"id":108,"date":"2024-08-21T07:59:43","date_gmt":"2024-08-21T07:59:43","guid":{"rendered":"https:\/\/immigration-services.org\/?p=108"},"modified":"2024-08-21T07:59:43","modified_gmt":"2024-08-21T07:59:43","slug":"how-artificial-intelligence-is-used-in-canadian-immigration","status":"publish","type":"post","link":"https:\/\/immigration-services.org\/?p=108","title":{"rendered":"How artificial intelligence is used in Canadian immigration"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/www.canadavisa.com\/images\/_1200x630_crop_center-center_82_none\/CV-Open-Work-Permits-for-Canada-3-v2.jpg?mtime=1656366591\" alt=\"Immigration Services\">  <\/p>\n<p>Instead, Minister Fraser alluded to the different ways that AI &#8211; defined as &#8220;information technology that performs tasks that would ordinarily require a human to accomplish&#8221; &#8211; has been implemented in Canadian immigration to help the government streamline applications, among other things.\u00a0\u00a0<\/p>\n<p>The increased use of AI, and technology more generally, is part of an effort by Immigration, Refugees and Citizenship Canada (IRCC) to digitize and modernize Canadian immigration, especially in the area of application processing.\u00a0<\/p>\n<p>In fact, Fraser noted that\u00a0the application\u00a0streamlining afforded by AI &#8220;has contributed to processing 98% of spousal Temporary Resident\u00a0Visa (TRV) applications&#8221;, adding that\u00a0new spousal TRV\u00a0applicants can also\u00a0now expect a processing time of just 30 days.\u00a0<\/p>\n<p>The following list includes the other ways IRCC says it takes advantage of AI for tasks related to application processing:<\/p>\n<ul>\n<li>Automating positive eligibility determinations<\/li>\n<li>Distributing applications to different IRCC\u00a0officers (based on the characteristics of the application)<\/li>\n<li>Identifying applications that may require additional verification<\/li>\n<li>Helping summarize basic client information through &#8220;annotations&#8221;, intended to reduce officer searches in our Global Case Management System (GCMS)<\/li>\n<li>Assessing client emails for urgency\u00a0to enable faster replies, and responding to applicable client enquiries by providing publicly available information<\/li>\n<li>Assessing biometrics<\/li>\n<\/ul>\n<p>Why did Minister Fraser need to make these comments about AI?\u00a0<\/p>\n<p>The decision to provide this information to Canadians is rooted in the growing public concern that AI\u00a0will make decisions based on biases and\u00a0lead to less explanation regarding\u00a0how decisions are made in processing applications.<\/p>\n<p>For example, there is some concern\u00a0that AI, due to its reliance on historical data to make decisions, may\u00a0amplify inequalities in race or gender. Additionally, some believe that, while\u00a0&#8220;individuals denied services or benefits have a right to a reasonable and understandable explanation from the government&#8221;, AI may make that clarity more difficult.\u00a0<\/p>\n<p>In response to these concerns, IRCC has clarified that it does not act freely with AI. Instead, IRCC says that it &#8220;follows principles of transparency, accountability, legality, and procedural fairness [outlined by a Directive in the Canadian Charter of Rights and Freedoms]\u00a0to define how decisions need to be made and what explanations must be provided to those impacted.&#8221;<\/p>\n<p>New algorithms, says IRCC, must also pass a mandatory\u00a0Algorithmic Impact Assessment (AIA), which is designed\u00a0to assess\u00a0risk areas, mitigation, and the impact of the proposed algorithms.\u00a0<\/p>\n<p>The department also says it requires assessments of the impacts of algorithms, quality assurance measures for the data and the algorithm, and proactive disclosures about how and where algorithms are being used.<\/p>\n<p>Finally, Minister Fraser clarified once again that AI does not make any final application decisions for Canadian immigration applicants.\u00a0<\/p>\n<p>\u201cAt the end of the day, our offers still make every determination for eligibility.
