The new measures include offering a new open work permit to Hong Kong graduates and youth. Pathways to permanent residency will also be available to them.<\/p>\n
Canada aims to target Hong Kong graduates as well as those with essential work experience.<\/p>\n
Canada continues to depend on immigration for economic growth by attracting and retaining the brightest candidates from around the world. This, in turn, would help create jobs for Canadians.<\/p>\n
More importantly, this measure is consistent with Canada\u2019s commitment to support Hong Kong residents after China implemented the national security law in Hong Kong on June 30, 2020.<\/p>\n
China\u2019s national security law makes it easier to punish protestors who call for Hong Kong\u2019s secession from China.<\/p>\n
Canada is also looking to support Hong Kong nationals who are already in Canada and wish to stay by enhancing existing immigration programs.<\/p>\n
Canadians and permanent residents living in Hong Kong are able to come to Canada at any time. Should they require any documents to do so, they will be expedited.<\/p>\n
In addition, family members of Canadians and permanent residents who are in Hong Kong may also travel to Canada, as per the current exemptions to travel restrictions.<\/p>\n
However, anyone who travels to Canada is required to quarantine for 14 days.<\/p>\n

Open work permit for Hong Kong youth<\/p>\n
Hong Kong residents in Canada or abroad who have recently completed a post-secondary education may be eligible to apply for an open work permit.<\/p>\n
The open work permit allows holders to travel to Canada and work for any employer, and gain valuable work experience. The permit will be valid for up to 3 years.<\/p>\n
In addition, Canada is implementing a new pathway to permanent residence that is specific to Hong Kong residents in Canada.<\/p>\n
Eligibility will depend on education level, language proficiency as well as having one year of work experience in Canada.<\/p>\n
Hong Kong residents who wish to study in Canada may be eligible for an expedited study permit application.<\/p>\n
