Foreign-trained doctors, nurses and other professionals will be offered a “fast-track” to credentials recognition in Quebec with the introduction of Bill 14.<\/p>\n
Bill 14, introduced in the National Assembly on Wednesday May 10, 2006, extends three new types of licenses for skilled workers trained outside of Quebec.<\/p>\n
A “temporary restricted license” would allow a foreign-trained professional to apply for employment immediately upon arrival in Quebec, while preparing to take the provincial accreditation exam set by their respective professional association.<\/p>\n
A “permanent restricted license” could be given to certain foreign-trained professionals such as lawyers, allowing them to advise Quebec clients on legal matters pertaining to their country of practice without actually having to qualify under Quebec’s civil code regime.<\/p>\n
The third and final license is referred to as a “license on a license”. For qualifications considered to be “equivalent” to its Quebec counterpart, the respective provincial association could rule in favor of recognizing the foreign license as adequate training under Quebec’s jurisdiction.<\/p>\n
Currently, the Province maintains heavy accreditation restrictions on foreign skills recognition. The Bill is designed to address this issue by clearing a path for over 5000 newly-landed foreign- skilled professionals to obtain the right to practice in “La Belle Province”. Bill 14 allows professionals more choices and would allow them to practice in a limited and controlled fashion for an indefinite period.<\/p>\n
The Bill is expected to be made into law before the National Assembly reconvenes in June.<\/p>\n
