Call    them &#8216;potential new Canadians&#8217;, because they&#8217;re coming here to help us build our country.&#8221;<\/p>\n<p>    Ms. Clark was adding her voice to that of her Alberta counterpart, Jim Prentice, who raised            similar concerns last month.
